Η ΟΜΟΛΟΓΙΑ ΤΗΣ ΛΟΓΙΣΤΡΙΑΣ
Η Élodie Hudon-Chabot προσλήφθηκε στην SAAQ το 2017 και ανέλαβε ως βασική αποστολή τον οικονομικό έλεγχο του προγράμματος CASA, συμπεριλαμβάνοντας τον έλεγχο των τιμολογίων που υπέβαλαν εξωτερικοί σύμβουλοι μέσω της σύμπραξης «Alliance» των εταιρειών LGS και SAP. Κατά τις ακροάσεις, αποκάλυψε ότι ήδη το Μάρτιο του 2018 είχε αντιληφθεί πως ορισμένοι σύμβουλοι που προηγουμένως τιμολογούνταν με 82 $/ώρα πλέον τιμολογούσαν 350 $/ώρα. Η ίδια περιέγραψε ότι αισθάνθηκε «malaise» με αυτόν τον τετραπλασιασμό του ωρομισθίου. Ωστόσο, όταν ρωτήθηκε τι έκανε μετά την ανακάλυψη αυτή, απάντησε ότι απευθύνθηκε στους ανωτέρους της – το διευθυντή του έργου, Sylvain Cloutier, και τον αντιπρόεδρο πληροφορικής της SAAQ, Karl Malenfant. Αργότερα, μετά από πιέσεις και ελέγχους στο εσωτερικό της SAAQ, οι αυξήσεις αυτές επίσημα επικυρώθηκαν με τροποποίηση των συμβάσεων.
ΑΝΤΙΠΑΡΑΘΕΣΗ ΜΕ ΤΙΣ ΕΚΤΙΜΗΣΕΙΣ
ΤΗΣ VGQ / ΕΠΙΧΕΙΡΗΜΑΤΑ ΠΛΗΡΩΜΗΣ
Η Hudon-Chabot αμφισβήτησε επίσης τις εκτιμήσεις της VGQ για το συνολικό κόστος του έργου, υποστηρίζοντας ότι ήταν «υπερεκτιμημένες». Η VGQ είχε υπολογίσει ότι το έργο SAAQclic, σε όλα του τα σκέλη, θα κόστιζε τουλάχιστον 1,1 δισ.$, πολύ πάνω από τον αρχικό προϋπολογισμό. ► Ένα δεύτερο συμβόλαιο μέσω διαγωνισμού, για υπηρεσίες SAP, με εκτιμώμενο κόστος 75 εκατομμυρίων, στο οποίο συμμετείχαν οι εταιρίες LGS, CGI και Levio – από αυτά τα συμβόλαια δεν είχαν πλήρως εκτελεστεί και ότι οι προβολές της VGQ βασίστηκαν σε υποθέσεις κατανάλωσης που δεν ισχύουν επί του παρόντος.

Κατά τη διάρκεια των ακροάσεων, οι εσωτερικοί ελεγκτές της SAAQ ενημέρωσαν ότι η λογιστική και οι έλεγχοι δεν επέτρεψαν να εντοπιστούν επαρκώς οι λόγοι για τους οποίους επιτράπηκε αυτή η τετραπλάσια αύξηση του ωρομισθίου χωρίς σαφή έγκριση ή τεκμηρίωση.
